nnipa, described plainly.
nnipa is document software for Minnesota 245D providers. It reads the source documents a provider already holds, prepares pre-filled admission and review packets on the provider's own forms with every fact linked to its source page, marks what still needs a person, and keeps the review dates visible. This page is the reference description; where anything else disagrees with it, this page is right.
Who it is for
Licence holders, designated coordinators and designated managers at Minnesota providers licensed under Minnesota Statutes chapter 245D: home and community-based services under the disability waivers, including adult foster care and community residential settings. It is not software for children's foster care, which is a different system.
What it does today
- Reads source documents as they arrive: county MnCHOICES assessments, CADI and DD support plans, functional assessments, contact sheets and medication charts, including scans, handwriting and phone photos.
- Keeps provenance. Every extracted fact records the document and page it came from, and a person can check it there.
- Leaves gaps visible. When no source states a fact, the field stays blank and is marked as needing a person. nnipa does not guess.
- Prepares packets on the provider's own forms, as DOCX and PDF, for admission and for the review sequence that follows: the 45-day review, semi-annual and annual.
- Keeps the review sequence visible per person served, from dates the provider confirms.
- Guards against cross-contamination. Checks flag a document that carries another person's identifiers before it reaches a packet.
- Has an MCP interface to the same operations (admit, list, read and generate). It is used internally today; it is not yet offered to providers.
What it does not do
- It does not replace a system of record, billing, a licence, qualified staff, a case manager or professional judgement.
- It does not produce a finished review packet. Packets arrive pre-filled; some repeating sections still need a person, and nnipa marks which.
- It does not decide which deadlines apply to a provider's services. The provider confirms them.
- It does not guarantee a licensing outcome.
What is not true yet
- It is not generally available. It has been built and tested on real packet structures with one Minnesota provider. Others can join the waitlist.
- It is not described as HIPAA-compliant. There has been no third-party assessment, and business associate agreements with the vendors that would handle protected health information are not yet in place. Until they are, demonstrations use synthetic documents only.
- Pricing is not public.
Facts about the infrastructure
Documents are stored with a dedicated encryption key, versioned, with public access blocked and encrypted transport only. Sign-in uses server-side sessions; actions are recorded in an attributable audit trail. These are descriptions of the setup, not certifications.
