The rate follows assessed need
DHS says a person who selects FRS receives a case-mix rating through the MnCHOICES assessment. That rating maps to a tier. Existing service lines transition at renewal or when a qualifying change in need or service occurs, including a change in FRS provider; they did not all flip on the same day. New FRS service starts on or after April 1, 2026 also use the tiered rate. [6][8]
This matters for anyone assessing whether a home can support a viable operation. You cannot responsibly forecast revenue using one advertised daily rate. You need the authorized service, tier, occupancy assumptions, days of service, room-and-board treatment, staffing model, payroll burden, insurance, property costs, food, transportation, maintenance, training, and vacancy risk.
DHS paused the separate life-sharing service model and removed it from the waiver amendment plan. Lead agencies must not authorize S5140 UC U2 for service starts on or after April 1, 2026. Authorizations from before April 1 continue until renewal or a service change. Life-sharing arrangements can use FRS for ongoing support. [7][10]
Revenue is only one side of viability
A household-scale care business can produce income, and Minnesota's rules expressly recognize that adult foster care may be provided for financial gain or otherwise. That does not mean the margin is automatic. The usual maximum licensed capacity is four beds, including nonstaff roomers and boarders, with limited statutory paths for five or six. A life-sharing arrangement can include up to two adults who use disability waiver services. The duty of care continues when occupancy or staffing economics become uncomfortable. [3][4][5][9]
- Model a conservative occupancy case, not only a full-house case.
- Separate provider-controlled costs from person-specific support costs.
- Ask the lead agency how the applicable service is authorized and paid.
- Have an accountant and licensing professional test the model before purchase or conversion of property.
Good records protect the model you calculated
A rate model only works if the provider can support what was authorized and document what was delivered. nnipa focuses on the source-to-packet layer: reading existing plans and assessments, keeping their provenance, preparing required packet forms, and exposing missing information before review. It saves retyping time; it does not turn an authorization into revenue or substitute for billing controls.
Questions people ask next
Is there one 2026 daily rate for every FRS resident?
No. DHS describes tiered rates based on the person's current case-mix rating, with rolling implementation at renewal, a change in need or a change in FRS provider. New service starts on or after April 1, 2026 also use the tiered rate. [6][8]
Can I calculate profit from licensed bed count?
Not credibly. Capacity, occupancy, person-specific authorized rates, staffing, property, insurance, taxes, vacancy, and operating costs all affect the result.
